A subsequent suspicious person call came in regarding a person on the bridge at the Clarence Bike Path. Deputy Richard encountered the female subject on the bridge who stated she "just wanted to end it all". Deputy Richard attempted to calm the female and coax her down from the bridge while expertly positioning himself close to her without alarming her. As a result of Deputy Richards immense professionalism skill and compassionate demeanor that the young woman is alive today. The 2013 William R. Dills Sr. Deputy of the year award: Deputy Neil C. Held & Deputy Ryan Rogers. On August 24th, 2013, Deputies Neil Held & Ryan Rogers were dispatched to Evangola State Park for a call of a drowning off the shore of the park. Shortly after arriving on scene, Fire personnel were able to locate the victim and bring him to shore in a small rubber raft. Due to the physical duress of the fire personnel from the search and the confusion of the evolving situation, Deputies Held & Rogers took the initiative and immediately removed the victim and began CPR in an effort to revive him. Due to the wet condition of the victim an AED could not be administered without the victim being dried. Without hesitation, Deputies Held & Rogers used their personal clothing uniform items to dry the victim. The victim was transported to Lakeshore Hospital by ambulance a short time later. Despite their best efforts, the victim could not be saved and was pronounced deceased at Lakeshore Hospital. It is for their heroic actions and their dedication to protect and serve the citizens of Erie County that the 2013 William R. Dills, Sr Deputy of the Year Award is presented to Deputy Neil Held & Deputy Ryan Rogers
